What is a Stablecoin?

"Stablecoins try to tackle price fluctuations by tying the value of cryptocurrencies to other more stable assets – usually fiat currencies. Fiat is the government-issued currency we're all used to using on a day-to-day basis, such as dollars or euros.

Usually, the entity behind a stablecoin will set up a "reserve" where it securely stores the asset or basket of assets backing the stablecoin – for example, $1 million in an old-fashioned bank (the kind with branches and tellers and ATMs in the lobby) to back up one million units of a stablecoin.

This is one way digital stablecoins are pegged to real-world assets. The money in the reserve serves as collateral for the stablecoin – meaning whenever a stablecoin holder wishes to cash out their tokens, an equal amount of whichever asset backs it is taken from the reserve." - Alyssa Hertig

Australian senator drafts bill aimed at stablecoin, digital yuan regulation

"Australian Liberal Senator Andrew Bragg has released a new draft bill aimed at clamping down on digital asset exchanges, stablecoins, and China’s central bank digital currency, the e-Yuan. In a statement on Sept. 18, Senator Bragg stated that 'Australia must keep pace with the global race for regulation on digital assets' as 'it is essential that the parliament drives law reform' on the matter. The new draft bill, titled Digital Assets (Market Regulation) Bill 2022, calls for the introduction of licenses for digital asset exchanges, digital asset custody services, stablecoin issuers, as well as disclosure requirements for facilitators of the e-Yuan in Australia."

SEC, Ripple Call for Immediate Ruling in Suit Over Whether XRP Sales Violated Securities Laws

The U.S. Securities and Exchange Commission and Ripple Labs both filed motions for summary judgment, arguing that a judge overseeing the case has enough information to make a ruling without moving the case forward to a trial.

"Even if the SEC were to engage in a belated, post-discovery transaction-by-transaction analysis to identify XRP offers and sales with contracts, its claim would still fail as a matter of law. Not one of those contracts granted post-sale rights to recipients as against Ripple or imposed post-sale obligations on Ripple to act for the benefit of those recipients."
